The exact numbers that triggered a proposal, frozen at the moment it was made.

Every proposal freezes what it saw: the rows, the window, the target in force, the settings version, the live account state.

Frozen matters. If evidence were recomputed when you opened it, a proposal reviewed on Friday could show different numbers than when it was created on Monday, and you would have no way to audit the decision.
